Ruler (ルーラー, Rūrā?), Standard-Bearer who Correctly Guides the Holy Grail War and Heroic Spirit of the Arbitrator (裁定者の英霊, Saitei-sha no Eirei?), is a non-standard Servant Class brought forth for the purpose of presiding over Holy Grail Wars.
Qualifications
The criteria to be summoned for the Ruler Class is impartiality and possessing no desire for the Holy Grail. Those who qualify are most often Saints, and any Ruler summoned to preside over a Holy Grail will be a Saint under normal conditions.[1] Within other systems, like the FATE System, others who meet the criteria can be summoned.[2] One exception to the normal rule of impartiality is Amakusa Shirou Tokisada, an aberration who does not normally qualify, summoned by the Einzberns as the Heroic Spirit who was considered the closest to a ‘Saint’ that could possibly be found in the Far East.[3]
While Grand Classes do not exist for the Extra Classes, Galahad is considered the one who would be qualified to be in the position of a hypothetical Grand Ruler, as the "strongest judge in the Holy Grail War."[4] Qin Shi Huang of the Chinese Lostbelt, possessing a living body, appears with a Saint Graph that would be considered Grand in Proper Human History. Due to that, Sherlock Holmes wonders why Qin Shi Huang's Class is Ruler.[5]
Summoning
Under the Fuyuki Holy Grail War, the system installed within the Greater Holy Grail of Fuyuki allows for the summoning of a Ruler as an impartial authority to regulate the progress of a Holy Grail War[3] and protect the concept of the Holy Grail War itself.[6] The Greater Grail possesses its own logic as to when to summon a Ruler,[6] but the Einzberns, creators of the Greater Grail, are able to manipulate the system to call their own Ruler, though needing to compromise in summoning Amakusa due to it being an interference in the operation format of the war, in the World of Fate/Apocrypha.[3] The Ruler summoned gains two Command Spells for every Servant summoned in the Holy Grail War.[3]
Skills and characteristics
A Ruler is also summoned to preserve the laws of Heroic Spirits to ensure they won't be violated, such as the law of "the dead not leading the living", touted as the greatest law of Heroic Spirits,[7][8][9] and to maintain human history by preserving the illusion behind the Age of Gods so that people do not know about the truth behind it. The role of a Ruler is to arbitrate the truth and adjudicate all things in order to maintain human history.[2]
