TenochtitlanWP (テノチティトラン, Tenochititoran?), Class Name Pretender (プリテンダー, Puritendā?), is a Pretender-class Servant summoned by Tezcatlipoca in the South American Lostbelt and later Ritsuka Fujimaru in the Grand Orders of Fate/Grand Order.
Prior to her True Name Construction as a Pretender, her Saint Graph also bears the identities of the Ruler-class Tlaloc (トラロック, Torarokku?) and the Berserker-class Huitzilopochtli (ウィツィロポチトリ, Witsiropochitori?) in the South American Lostbelt.

The city of Tenochtitlan in Fate/Grand Order From Lostbelt.
“A city dedicated to the gods must be both strong and beautiful. Please don’t say such phrases like ‘home is where you make it’ around me, okay?”
A Servant in the form of a young woman who calls herself Tlaloc, the god of rain, or Huitzilopochtli, the god of war, and refers to Tezcatlipoca as her brother. Tlaloc was the Aztec god of rain, who ruled the third world as the Sun but destroyed it via a rain of fire, according to legend. Huitzilopochtli was the tribal god of the Aztec people, known both as a war god and the incarnation of the sun.[1]
Her true identity is a spirit that resided within their city, a Heroic Spirit that personifies the city itself. She was originally an Elemental which lived in Metztliapan, the lake which the Aztecs would settle on and build their capital. She ended up becoming the heart of the city.[2]

Personality
Introverted yet dynamic. An iron honor student who believes in her own righteousness and thoroughly abides by it. Justice is “urban prosperity” and “urban safety”; evil is “urban decay” and “urban danger.” Those who live righteously are not especially praised or laughed at, but favored; those who live wickedly are not especially scolded or looked down upon, but executed.[1]
"The value or the quality of the battle is irrelevant. Fight for whatever reason you please. Fighting and dying is all that matter.” The one who professes such things, Tezcatlipoca, is one who she doesn’t really get along with. But as she respects Tezcatlipoca, she’s able to put up with it. A calm and ruthless ‘cool beauty’.[1]
She carefully evaluates what she says, but her emotions at the time are clearly expressed at the end of her sentences:[1]

Being the soul of a city, she does like people. It’s unclear whether she loves humans as animals, or as elements that color her urban vibrancy (most likely both). She proposes to let the person she likes live in Tenochtitlan in a natural and apparently blunt manner. “I looked into your home. I’m not particularly concerned, but if you continue to live in a place of that caliber, your quality of life will go down. You should move, okay?”[1]
She’s an 'ennui’-type 'cool beauty’, who sincerely and openly marches at her own pace. However, when her anger reaches a boiling point, she swears in a manner unbefitting of her 'honor student’ appearance. A lot.[1]
Inside, there’s the pent up feeling of being a 'destroyed city’. Due to the choices of Moctezuma II, the Aztec empire was destroyed and Tenochtitlan disappeared from the earth. What she wants is not the revival of the Aztecs or the rebuilding of Tenochtitlan. Simply the chance to exist as a city once more. No matter how small her world may be, she has a strong desire to protect whatever city-bound life she can this time.[1]

In Fate/Grand Order: Fujimaru Ritsuka Doesn't Get It, Tenochtitlan and Tezcatlipoca are camping when they get interrupted by Fujimaru, Ozymandias, and Nitocris. The two groups begin to have an argument, with Tenochtitlan and Ozymandias rapidly changing the weather between rainy and sunny.
In Fate/Grand Order: Cempasúchil, Tezcatlipoca and Tenochtitlan visit modern Mexico for the Day of the Dead celebration. They speak about the ways that their homeland has changed since their time, as well as the ways that it has stayed the same.
Abilities
Tenochtitlan is an Elemental,[1] something that might even be more powerful than a Divine Spirit in some cases.[7] As a Pretender-class Servant, her True Name Construction allows her to use different Spirit Origins layered over her Spiritual Core to act as the gods Tlaloc or Huitzilopochtli. However, her strongest state remains her true form, where her Magical Energy is drastically enhanced. In this form, she would have been able to defeat Kadoc Zemlupus, Nitocris, and Captain Nemo had their battle not been interrupted by Camazotz.[7] It is also implied that she would be able to defeat Tepeu, Mash Kyrielight, and Nitocris, all on her own, whereas she wouldn't be able to do so in her other forms.[8]
Combat
During the events of the South American Lostbelt, Tenochtitlan was summoned by Tezcatlipoca in Chiconahualóyan, the deepest part of Mictlan. In Proper Human History, that place is equivalent to Aztlán: The Land of Beginning. Due to this, her affinity with that place makes her stronger than she has ever been. Whereas Camazotz held the advantage when it comes to offense, Tenochtitlan's conceptual defense flowing through her Spirit Origin makes her the best when it comes to defense. Furthermore, all this was stated before Tenochtilan activated her third Ascension, her true form. However, even after she transformed, she was no match to Nitocris Alter. Nitocris shattered her walls and defeated her. She would have finished Tenochtitlan off had she used her Noble Phantasm, however, she decided to spare her.[8]

- Lake of the Moon (EX Rank): Metztliapan. The name of the lake where the wandering Aztecs found a safe haven and where Tenochtitlan was later built. A convergence point of “Humanity” that brings rest and prosperity to mankind. It’s like a ‘power spot’. Despite being on the ground, it has the same spiritual Ley Lines as the Inner Sea of the Planet. It adds a high damage cut to the entire party, and Tenochtitlan herself is super-powered.[1]
Noble Phantasm
Tenochtitlan's Noble Phantasm is Ōmeteōtl Tenochtitlan. It transforms the marine city Tenochtitlan into an enormous metropolitan robot 30~50 metres tall. The Souls of the gods Huitzilopochtli and Tlaloc form the robots frame and hull respectively. Furthermore, the amassed megaliths are the muscle strands, whereas the blood shed by the sacrifices acts as a pipeline.[1] Tenochtitlan is implied to have used this Noble Phantasm in his fight against Nitocris Alter, however, it wasn't able to grant her the victory.[9]
During the South American Lostbelt, Tenochtitlan used her Noble Phantasm to create the Ocelomeh's Mexico City, a replica of Proper Human History's Metztliapan.[10][9] Thanks to this, she was able was able to tranform the entire city into her Noble Phantasm during the battle against ORT. Its size was bigger than when she fought Novum Chaldea. According to Goredolf Musik, it resembles a Bucket-wheel excavatorWP, a 200 meter long digging machine. Nevertheless, while it was initially able to slow down ORT's advance, it rapidly ran out of steam and was shattered to pieces.[9]

Tlaloc

As a Pretender-class Servant, Tenochtitlan is able to operate using Tlaloc's (トラロック, Torarokku?) True Name, the god of rain, through her True Name Construction. When she does this, she uses an alternative Ruler-class Spirit Origin.
Abilities
While impersonating Tlaloc, Tenochtitlan boasts a divine aura. However, Tezcatlipoca regards her as a minor urban god.[4] U-Olga Marie, while weakened, believes Tlaloc wouldn't have been able to take the Storm Border by surprise if she had been there to confront her.[5]
- Combat
In combat, Tlaloc wields a whip made out of lightning. Even while suppressed due to having been tasked with leaving the Storm Border intact, a direct hit to the ship's port side is enough to weaken its shields by 5%. Nemo Marine claims that they wouldn't last more than 30 minutes at that rate. Furthermore, they state that if they disabled the ship's energy shields, she would tear all their armor off in one hit. On the other hand, Kadoc Zemlupus believes that he should be able to endure at least one or two hits with his lightning ward.[7]
Whenever Tlaloc fights, she tries to overwhelm the enemy with endless floods and river currents so strong normal people can hardly move inside them. Due to this, U-Olga Marie suggests to Ritsuka Fujimaru using Servants with the ability to float or handle strong currents against her. She was confident he would find a way to win using that strategy.[5] Ritsuka heeded her advice, and confronted her with the assistance of Captain Nemo. Together, him and Mash Kyrielight were able to endure the flood attack and push Tlaloc back.[6]
In Aztec mythology, Quetzalcoatl killed Tlaloc once. As such, an Anti-Divine Spirit Spiritron warhead infused with Quetzalcoatl's Authority should be able to pierce Tlaloc's Spiritual Core no matter how tough it is. However, since Tenochtitlan is just pretending to be the rain god, nor is she a deity herself, a direct hit from the warhead didn't deal any permanent damage. All it did was send her flying all the way into the jungle and hurt her.[7]
It is stated that Captain Nemo, while in close proximity to the Storm Border, should be able to handle his own against Tlaloc. Him and Nitocris confronted Tlaloc, however, their fight was interrupted by Camazotz's sudden appearance. In his Beast form, Camazotz was able to easily cut Tlaloc to shreds and suck her blood.[7]

Huitzilopochtli

As a Pretender-class Servant, Tenochtitlan is able to operate using Huitzilopochtli's (ウィツィロポチトリ, Witsiropochitori?) True Name, the god of war, through her True Name Construction. When she does this, she uses an alternative Berserker-class Spirit Origin.[6]
Abilities
As Huitzilopochtli, Tenochtitlan's Servant Class and Spirit Origin are different than Tlaloc's, making her more powerful. While shielded by Tezcatlipoca's smoke, she is so durable and fast that Kadoc Zemlupus wonders if she might be a type of machine.[6]
This is the form she used to defeat Nitocris.[6]

Huitzilopochtli was able to overwhelm the team formed by Mash Kyrielight and Captain Nemo, which had previously got the upper hand against Tlaloc. According to Kadoc Zemlupus and U-Olga Marie, they wouldn't be able to take her down in a straight fight, so if the fight was prolongued, everyone but U-Olga Marie would die.[6]
Huitzilopochtli was defeated by Kukulkan. Not only was Kukulkan unfazed by all her attacks, but when she counterattacked with a single punch, the impact was so powerful that it pierced through Tezcatlipoca's smoke, knocked out Huitzilopochtli, sent her flying, and shattered the entire temple in Mexico City.[6]

Reserved and action-oriented.
A stalwart honor student with a deep-seated belief in her moral compass, which she follows with an iron-clad approach—or at least that’s the image she tries to project. More often than not, she ends up voicing her true thoughts.
As the very heart of a city, loving humans is a core part of her nature. However, whether that affection is genuinely for them as individuals or merely as decorations to freshen up her cityscape remains somewhat unclear.
Her entire style revolves around being a girlboss with a stoic aura, but she often acts impulsively and moves at her own pace with no regard to others whatsoever. When her patience wears thin, she also tends to lash out with surprisingly foul mouth for her persona, which happens on a regular basis.
...What you have described above is your everyday Tenochtitlán, but the current summer and vacation setting has put her in a honeymoon phase.
