Secret Judgment Division, Carillon Observatory (秘儀裁示局・天文台カリオン, Higi Saiji-kyoku - Tenmondai Karion?) is the oldest classroom of the Clock Tower of the Mage's Association. Situated at the bottom of the Spiritual Tomb of Albion, it is where Sealing Designations are decided.[1][2]

Characteristics

Led by Millieune Carillon, Carillon Observatory controls Sealing Designations. There is a giant bell hanging in the Observatory that rings whenever a Sealing Designation is dealt.[3]

The other function of the Carillon Observatory is to ensure the royalties from patented magical formulas are properly charged, by way of a Mystic Code connected to Leylines being able to detect traces of patented magecraft Clock Tower magi cast on the Earth.[4][5] However, the underground astronomical observatory can't observe the entire world, which is why the Clock Tower has other branches, each with their own observatory and limited Mystic Codes connected to their local Leylines, allowing magecraft copyright to be enforced in about 70-80% of the globe.[5]

Development

Carillon Observatory is only mentioned in Lord El-Melloi II's Case Files but doesn't actually appear. This is because when Case Files' author Makoto Sanda asked Kinoko Nasu for information about it, Nasu told him that it was going to appear in a Mahoutsukai no Yoru sequel so Case Files shouldn't touch it.[6]
