Written by Victor Frankenstein, before his creation was activated, the papers were in the possession of a freelance magus in the world of Fate/Apocrypha as of the early 21st century.

Fiore Forvedge Yggdmillennia purchases the blueprints in preparation for the Great Holy Grail War, granting them to her brother Caules Forvedge Yggdmillennia for the purpose of summoning Frankenstein. He references them for the purpose of determining how to utilize her Blasted Tree sacrificial Noble Phantasm.
Characteristics
They are old pieces of paper, one depicting a human figure on it with the words "the perfect human" scribbled in the lower right corner, and they describe functions like her Blasted Tree sacrificial Noble Phantasm. One sentence he overlooked mentions, "This lightning attack is not simply lightning, but rather a power that has Frankenstein’s will embedded within it. As long as it exists, she will never perish."
