The as-of-yet unnamed organization which Faldeus Dioland belongs to is an organization under the control of the United States government. It is in charge of the creation and management of the True and False Holy Grail Wars.
History
The organization was formed after Faldeus Dioland's grandfather, using the memories of a relative who had participated in the Third Fuyuki Holy Grail War, gathered together with politicians and military leaders of the United States to form their own Holy Grail War. Despite pledging loyalty to and being officially considered a department of the United States federal government, and Faldeus' own absolute loyalty to the state, the organization is tight-knit and dedicated to its goals enough that it would continue to exist unaffected if the state were otherwise changed or replaced.[1] The organization's plans to destroy Gugalanna with a nuclear bomb were done without the knowledge or consent of the President of the United States.[2]
The organization operated in absolute secrecy up until the beginning of the True and False Holy Grail Wars, being completely unknown even to the Holy Church.[3] At least twice in the past, agents of the organization killed Francesca Prelati, but she did not consider these deaths particularly memorable.[4] As they are an upstart organization with less magical resources than the Clock Tower or Atlas, they are aware they don’t stand a chance in a direct conflict with the Mage’s Association, and thus operate by biding their time quietly and waiting for opportune moments to strike. They make plans on the scale of centuries rather than years.[2]
Characteristics
The organization employs both various magi and normal humans, so it is an organization that has magi in its employ rather than purely an organization of magi. Some of the non-magi in its employ, such as Faldeus' Thorn assault team, display a complete lack of familiarity with magecraft, suggesting the normal humans the organization makes use of are often either hired from outside the World of Magecraft or transferred from other departments of the United States government.[5] Within the organization, those with and those without the talent for magecraft are separated into internal factions with separate leaders.[2]
While Faldeus' ancestor was involved in the organization's founding, its "true masterminds" are a special bureau in Washington D.C.WP which Faldeus and its other high-level operatives answer to. While the precise identities of these higher-ups are unknown, they include a general in the United States Armed Forces[6] and a female magus who wears a suit and is in charge of the magi within the organization.[2]
The organization is known to have combined magecraft with technology, making use of computers directly connected to magical Familiars for purposes of surveillance.[3] These computers also appear to be technological Mystic Codes themselves, and are the primary way by which the organization's magi control said Familiars.[1] At least some of them, including Faldeus, consider magi of the Clock Tower helpless against the efficiency of modern technology and weaponry.[5] Within the organization, the sub-faction associated with the United States' military prioritizes the development of weapons of mass destructionWP that incorporate magecraft, but are opposed in this endeavor by its magus sub-faction, who recognize the high risk of such a project incurring hostilities from the Mage’s Association that the organization is currently unequipped to defend against.[2]
Among the group’s primary goals is to completely eliminate the existence of Magic through reducing it to magecraft, in order to surpass humanity’s current limitations. This goal is one the organization shares with Francesca Prelati, and the primary reason the organization allied with her in the recreation of the Holy Grail War.[4] The organization's leaders believe themselves to be working in service of benefiting humanity, and are willing to justify atrocities to their subordinates by appealing to this altruistic mission.[2] While the precise details of their ultimate goals are unclear, the group is also hostile to the Concealment of Mystery as enforced by the Mage’s Association, making an effort to try and expose the existence of Magecraft to the general public in subtle ways throughout the course of the True and False Holy Grail Wars. This prompts Lord El-Melloi II to consider them a “scourge” to Mystery, at least in the terms the Mage’s Association understands it.[7]
On the fourth day of the True and False Holy Grail Wars, following the aftermath of A Clockwork Abaddon and the incoming Hurricane Inanna, the higher-ups of the organization meet in a luxurious lodge in the mountains and decide the best course of action is to cut their losses and destroy Snowfield using Code 983 "Aurora fall". Fuyuki City had its Fifth Grail War attempt and got no result in all this time, so they weren't expecting much more than testing and running data from Snowfield's first to begin with.[2]
