<p>Astolfo, Scathach, El Draque, and Charlemagne are confirmed as new Servants. The phrasing could be better, but it's meant that the 16 Servants from the first Extella have been confirmed <i>on top of</i> the new Servants. You should be able to tell there are 20 Servants listed there, right?
